A Parish Council Planning Committee does not make planning decisions on behalf of the principal authority (the District or Unitary Council, which is the Local Planning Authority).
Instead, its role is consultative — to review and comment on planning applications that affect the parish area.


🏛️ Purpose of a Parish Council Planning Committee

  1. To consider local planning applications
    The committee reviews all planning applications notified to the parish by the principal authority.
  2. To submit the parish council’s views
    It makes recommendations or comments to the Local Planning Authority (LPA) — for example, “no objection”, “object due to highway safety”, or “support subject to conditions”.
  3. To represent local interests
    It ensures that local concerns, character, and community views are considered by the LPA before decisions are made.
  4. To monitor planning policy and development
    The committee may respond to consultations on planning policy (e.g. Local Plans, Neighbourhood Plans, or supplementary guidance).
  5. To act within delegated powers
    Often, the main Parish Council delegates authority to the committee to respond directly to routine applications — speeding up responses within statutory deadlines (usually 21 days).

⚖️ Relationship with the Principal Authority

The LPA must take parish comments into account, but it can decide differently if other planning factors outweigh them.

The principal authority (LPA) makes the actual planning decisions — granting or refusing permission.

The parish council’s role is advisory only — its comments are material considerations but not binding.
